City Council Meeting Rules
It has been the City of Elk Horn’s practice to allow residents to discuss topics as they are presented on the agenda. This is not required by Iowa Code unless the City is holding a public hearing. Without an invitation to speak, everyone is simply an observer, listening and observing the deliberations. In order to try to continue this practice, the City of Elk Horn will be enforcing the following rules.
Meeting attendees who want to address the City Council must:
You will be asked to stop if your comments become profane, threatening, or otherwise inappropriate.
If you refuse to follow these procedures, you will be asked to leave the meeting, returning only when and if you have decided to follow this procedure.
A second refusal to follow this procedure will result in being asked to leave the building.

Meeting attendees who want to address the City Council must:
- Remain respectful of the Council members, Mayor, and city staff
- Wait to be recognized by the Mayor.
- State your name and address for the record
- You will be given a maximum time allotment of three minutes.
- Only address the agenda item on the floor at that time
- Non-agenda items are only asked for towards the end of the meeting, are not debatable, and will be referred to staff for future meetings

If you refuse to follow these procedures, you will be asked to leave the meeting, returning only when and if you have decided to follow this procedure.
A second refusal to follow this procedure will result in being asked to leave the building.
