City of Elk Horn, Iowa City Council Agenda Setting Policy
Purpose This policy outlines the procedure for setting the agenda for regular meetings of the Elk Horn City Council. Regular meetings are held on the first Wednesday of each month, unless otherwise scheduled.
1. Agenda Requests Residents, property owners, business owners, vendors, organizations, and other governmental agencies may request that a topic be placed on the Elk Horn City Council agenda. Requests must be made to the City Clerk. The City Clerk will ask for the topic and any supporting documentation to be submitted by the specified deadline. The Clerk will inform the requestor that the topic will be placed on the tentative agenda for the Mayor’s review.
2. Submission Deadlines All agenda topic requests must be submitted to the City Clerk no later than two (2) days before the publication of the council packet. This is Monday before a Wednesday meeting.
3. Agenda Review and Approval: The City Clerk incorporates the approved agenda into the council packet and ensures it is posted publicly in the required locations.
4. Posting Locations The approved agenda shall be posted in the following three (3) locations: Elk Horn City Hall, Shelby County State Bank, Elk Horn U.S. Post Office. The agenda will also be published online at www.cityofelkhornia.com

5. Denied Agenda Requests If a request to be placed on the agenda is denied by the Mayor, the requestor may still attend a City Council meeting and ask the Council to direct staff to place the topic on a future agenda. No discussion of the topic’s points shall occur until the item is formally added to an agenda.
6. Reintroduction of Previous Topics If the City Council has previously discussed or voted on a topic and no motion was made to bring it forward, the topic may only be reintroduced if three (3) council members on the prevailing side request that it be placed on a future agenda.
City of Elk Horn – Public Participation Guidelines.
It has been the City of Elk Horn’s long-standing practice to allow residents to discuss topics as they are presented on the City Council agenda. While this is not required by Iowa Code (unless a public hearing is being held), the City strives to maintain open communication and transparency by continuing this courtesy.
To ensure meetings remain orderly and respectful, the following rules will be enforced:
Meeting Attendees Who Wish to Address the Council Must: Remain respectful toward the Mayor, Council members, and City staff. Wait to be recognized by the Mayor before speaking. State your name and address. Limit comments to a maximum of three (3) minutes. Speak only to the agenda item currently under discussion. Understand that non-agenda items may only be raised during the “Comments from the Public” portion of the meeting. These comments are not debatable and will be referred to staff for review or inclusion in a future meeting agenda.
Additional Guidelines
You may be asked to stop if you are repeating points or not offering new information.
You will be asked to stop immediately if your comments become profane, threatening, or otherwise inappropriate. Failure to follow these procedures may result in being asked to leave the meeting. A second refusal will result in removal from the building and loss of participation privileges until compliance is assured.
